Net working is different from liaison. Leaders continuously look for connecting with people to know what is happening or not happening. Liaison is more for business development or to get things done, but networking is more for course correction and control by the leadership.

With peers and other superior power centers he takes up personally the duty of networking. It is one of the most essential and gifted capacity of an individual and needs to be fully leveraged for  a leader to be successful.
